Honestly who cares if a restaurant sells alcohol or not. I welcome more dining options. And I appreciate the option of having a glass of wine with my meal. Who cares… The same amount of people are going to go to dinner Friday night so why not spread them out more rather than all trying to jam into the same restaurants and wait forever for a seat.

Dear Captain Alberca,
Congratulations on the new job.
We had a rude awakening this morning in the neighborhoods along Abbot Kinney by Venice Blvd. There is (was, by the time you get this) a loud dance party from 6:30 to 8:30 am in my neighborhood — at a neighborhood adjacent building, at 585 Venice — and the party is called “Daybreaker. https://daybreakerla.splashthat.com
This was done with no permitting, as far as I can imagine — there was no provision for parking made. I went out to move my car at 6:30 am and there was not a space in my neighborhood and cars were parked in the red.
About the illegal amplified sound (that your officers initially shrugged off — first call to dispatch by somebody other than me): There is booming music heard far from the building that is audible all the way down at California Avenue — the next light fro
Unfortunately, you’ve inherited a staff that, in my neighborhood’s unfortunate experience, do not know the noise laws — for example, 115.02 of the LAMC that says there is to be NO AMPLIFIED SOUND from a commercial business within 500 feet of residences AT ANY TIME. Also, that if amplified sound is audible over 200 feet away, it is illegal.
There was a call made before mine #0851 — and officers went out and told the dispatcher it was a “promotional” party. Like that makes it okay. I am a huge block and a half away — between Milwood and Palms on Electric– and the sound is audible at my house.

Also, the noise law prioritizes residents when any amplified sound is near “sleeping facilities.”
I finally got through to Pacific Division and I am pleased to say that — contrary to our past experience with various watch commanders (Lowe, Lurie, Munoz, who don’t seem to understand the noise laws) Marquez, who was on as watch commander, was professional and seemed informed of the noise laws and said he’d send a car out.
About the question — well, do they have a permit?
There is no way a police commission permit would have been granted to have booming sound from 6:30am to 8:30 am within close proximity of residences — and audible in residences. (There are apartments just across the alley above Lemonade, at Venice and Abbot Kinney, and houses on Electric Avenue within 500 feet.)
I told Marquez to please tell me in the off chance there was a permit — because I will contact our Senator’s wonderful aide (Janet in Ted Lieu’s office), who, in the flagrant lack of LAPD officers to enforce noise laws on The Brig, saw to it that we no longer heard booming amplified sound in our pillows until 2am.
I spoke personally to Chief Beck about the lack of enforcement of noise laws at Pacific Division when he spoke at a “broken window”/James Q. Wilson panel at Rand, and he assured me that there would start to be enforcement.
I realize that you are a new captain there and I would hope that you will be as concerned and active in enforcing the noise laws as we residents deserve. (The laws on this are written to protect people like me, who live near abusive businesses.)

Am going to take some time off … maybe even a vacation. Update is a 24/7 job if done properly. Reduced Update frequency this year to once a week and that helped immensely. Just want to relax and reestablish the good times, good sights, good friends. Meantime will be printing stories supplied. Some stories will be covered but they will be the exception.
