I have a reply to Roxanne Brown’s comments in 4 August 2015 Venice Update:

YES, YES, YES, and I respectfully would like to suggest adding, “The L.A. County Board of Supervisors re Marina del Rey,” wherever appropriate in both of her comments.

Marina del Rey’s overdevelopment, with not one consideration to traffic and its bad air in and going to and from the Marina, and not one thought to drought mitigation — quite the opposite, actually — and all the other things we all know too well –is all one with it’s surrounding neighbors and vice versa.

Your publication is getting better and better. What I find particularly impressive is what I see as a broader spectrum of sources that are highlighted without dissing factions. Over time, this could lead to more balanced discussions leading to more thoughtful long-term strategies dealing with the underlying issues affecting this human settlement in which we live.

Comments: Thank you. Update tries to write news event stories as unbiased, and factual as possible. Update does have comments and has named authored opinions. When there is one opinion, Update tries to get another person for the opposite side. Airport: Laura Silagi is excellent for reasons for removing the airport. Chris Williams use to be excellent on keeping the airport but he is now gravely ill. With people like that, we inform others.

I thought with the influx of cars from the boxing gym on Stanford/Washington, Cafe Buna, and 26 Beach, in addition to more people renting smaller spaces in the houses in the area with no off-street parking included, it might be time to encourage Oxford Triangle residents to use their driveways for their parking and for their guests whenever possible. Street parking seems to have gotten much worse in the last 2 years. Perhaps it’s time to consider 1- or 2-hour parking signs unless a guest pass or permit is displayed.

Comment: This seems to be an issue throughout Venice. Yet, L’Olio restaurant on Washington across the street practically, wants to have a change of use and no parking. They will purchase at 18,000 per place the places that are not grandfathered. How about allowing residents to purchase parking in front of their houses?

Two-hour parking requires 65 percent of residents to agree and then such has to go thru California Coastal Commission, I heard. Years ago I had a hard time getting 65 percent signatures for a project.

Commercial vehicle in residential area can be towed after notification or ticket but others have to wait 72 hours plus for towing. Towing is not accomplished without a lot of work and paperwork.

I checked with LADOT Parking Enforcement. Whenever they tow a vehicle, they must report all the information to LAPD within 60 minutes, so that the owner can locate the vehicle, and know that it was not stolen. Violations of the 72-hour parking restriction are not handled by towing companies at the request of property owners, only when requested by LADOT Parking Enforcement.

Likewise, any towing done by a tow truck company from private property, on behalf of a property owner, must also be reported to LAPD within 60 minutes.

These tow companies are tightly regulated by the Police Commission, 213-236-1400. If you have the name of a tow truck company which you are confident has been illegally towing vehicles, you may wish to call that phone number to report the activity.

If a vehicle was towed off a City street as you described, it would seem to meet the definition of “theft” … which would be strongly disciplined by the Police Commission, and could be a matter for Small Claims Court.

The California Vehicle Code does not provide for “private” parking on the street for any specific individuals, so if the neighbors are “claiming” parking spaces, they have no legal right. LADOT Parking Enforcement will not tow vehicles from streets such as yours unless the parked vehicles are in front of red curb or fire hydrants, or are blocking driveways.

You may wish to contact the City Attorney’s Dispute Resolution Section at 213-485-8324. They may be able to dissuade neighbors from leaving threatening notes, etc.

The Departments of Public Works and of Building & Safety have jurisdiction over remodeling projects which eliminate off-street parking. I believe such work would require a waiver of City requirements, and likely a public hearing. You might want to contact Councilmember Rosendahl’s Westchester office at 310-568-8772, as they may be aware of who to contact in those departments, and/or may be aware of the City’s requirements.

I understand your concerns that it is frustrating to find only what cannot be done, rather than what is legal … but it would be very difficult to provide a listing of all the things which are legal on a website, as the listing would be incredibly long, and basically unreadable. The listing of illegal activities is much, much shorter. This e-mail has been forwarded to LADOT’s Public Information Office, for their information, to advise them of your concerns.

The addition of parking behind what was Hal’s — with meters, and without also giving residents permit parking — is irresponsible and awful. When I’ve asked people in Bonin’s office about permit parking for residents (in light of how obnoxious and unethical Gjelina brings hundreds of cars to our neighborhood daily, and provides not a single space for them), they’ve said that’s an issue for “later.”

Well, obvious to anyone with two brain cells to rub together, people visiting these parasitic businesses on Abbot Kinney that provide zero parking (usually because they’ve unethically taken advantage of antiquated “grandfathering”) will now avoid the city lots to save money and make our neighborhood parking even more scarce.

This is wrong and Bonin’s office needs to get behind residents on this. Also, no we do not need a sculpture park in the useless grassy area by the library. That should be parking for Abbot Kinney — maybe even a parking garage. The notion that this will be a sculpture garden is ridiculous on the level of the old “deck chairs on the Titanic.” Anyone who voted for that (on the neighborhood Council) should be taken outside and paddled — or at least not voted back in.

LA could resume the street encampment ban. A Boise, Idaho case may have bearing on the LA situation. An injunction of years back allowed homeless to sleep on streets from 9 pm to 6 am until so many apartments were built. LA Times article.
