The other issue that I have yet to see addressed is with re to dealing with the population who have absolutely no intention or desire to leave the street life? I live on a walk street near the OFW and it’s my experience that many of these individuals simply enjoy the outdoor living, easy access to drugs/alcohol and freedom to do as they please.
One macro suggestion I have is with re to the charitable giving/feeding that’s done on the OFW. It’s my view that if you want people to get services, bring them to a place where those services are readily available. Feeding someone a plate of food and a beverage is clearly well intentioned – but – ultimately does nothing for them or for the community.
