This is the Department of Transportation (DOT) “pilot programing”criteria for licensing the scooter that was launched December 2018.
It’s too bad that scooter laws not enforced and many of those riding scooters are not following the rules. I just shake my head in disbelief when I see an adult riding with a child in front and then without a helmet.
