The Los Angeles Regional Water Quality Control Board voted 6-0 to approve amendments to a pollution plan that would force more than 4000 boaters to strip copper paint off their boats. The room was filled with protesters; not all were given opportunity to speak.

All are concerned about determining whether copper has the effect they say it has. As of now, there is no scientific study relating to such. Also other state agencies have to weigh in on this.
