Doug Fay Meets with County; Seeks Your Comments

Doug Fay has sued for a complete Environmental Impact Report for the Duck Pond, Oxford Retention Basin.  He is in negotiations with the County now regarding such.  He met last week.  He said that two things would definitely trigger an EIR. (See also Comments.)

1. Changing their plans for a 4-foot high fence around the parameter of the basin. We requested, consistent with Bird Conservation Area guidelines, that an 8-foot high fence with viewing features that will discourage cats, trash, and homeless access, to replace the existing 6- to 8-foot high fence.

2. Routing the bike path on the ocean side of the duck pond, adjacent to Admiralty Way, then back to the existing path through the park. This would give the wildlife and the adjacent residents along Oxford Ave. privacy.

The County did verbally agree to provide fresh water for terrestrial and avian needs by replacing the existing raised concrete troughs with ground level pond like seeps.

“If anyone has comments on: the potential flooding due to raising the basin capacity by 2 feet, 4-foot vs. 8- foot fence, re-routing the bike path, being a duck pond volunteer, or anything else, I’d like to hear from you,” wrote Doug Fay. Doug Fay email: douglaspfay@aol.com.
