“Due to a lack of posting requirements, I couldn’t hold the hearing for the proposed expansion,” wrote Sue Chang, associate planning administrator. “However, many neighbors complained that the restaurant has violated the conditions of ZAI1981-22-E.”
Chang did question the use of the Plan Approval system for Scopa to Scopa attorney James E. Pugh. Plan approval can be used when a project has 20 percent or less change.
Scopa used the figures of 100 patrons, seeking approval for 120. Chang rebutted Pew immediately.
“I counted 146,” she said. “I was there. Fake doesn’t fly here.”
Square footage for the addition is claimed as 4008 to 5000 square feet, yet plans show an addition totaling 6250.
After the hearing, attorney Pugh said he still planned to use the Plan Approval method despite the change of ownership.
The change of ownership in the governing paper was forwarded to the code compliance unit for consideration.
Scopa has been open since 14 November 2013.
