Los Angeles Parking Reform Working Group has been working on reform for the City’s parking enforcement. So far group has been instrumental in stopping parking enforcement officers from citing a vehicle if the operator returns prior to initiating the citation.
Special Order #168 states:
1. If the vehicle operator returns before the officer has started to write the citation and is willing/able to move the vehicle, the officer shall allow the operator to move the vehicle without issuing a citation.
2. If the vehicle operator is present at anytime during the issuance of a citation, the notes shall so indicate and the completed citation shall be attached to the vehicle.
3. If the vehicle operator returns after critical citation information has already been entered, the officer shall advise the vehicle operator that a citation is being issued for (state the violation) and request the vehicle operator to wait until the citation has been completed and issued. If the vehicle operator refuses to wait, the officer shall make no attempt to stall or stop the vehicle operator from leaving the location. The citing officer shall advise the vehicle operator that a copy of the citation will be mailed to the registered owner of the vehicle. The officer shall indicate in the handheld or ticket5 book that the vehicle is a drive away.
