Dog Killed on Boardwalk by Dog Owned by Homeless Woman

This is the woman identified as the person who had the dog that attacked and killed the little dog recently on the Venice Boardwalk and bit the lady trying to help her dog and two other women, both trying to help. This picture is used here as an identifiable forewarning for others walking their dogs. Encircled is a butane tank and an axe that were used to fight off the dog.

A woman was injured and her dog was killed by a vicious dog owned by a homeless person recently on the Venice Boardwalk. Below is a letter sent to Chief Michel Moore by local resident describing the incident and stating the fact that residents are faced frequently with vicious dogs owned by homeless.

Dear Chief Moore,

Last night I was walking my dog on the boardwalk early evening. On my way home the BoardWalk was blocked off with ambulances and police cars on Thornton and Ocean Front Walk. When I got home I learned that a resident who was walking her small dog was viciously attacked by 1 of 2 dogs owned by a homeless woman who has been reported over and over for the same issues.

The woman’s dog was killed. She was taken to the hospital and needed 13 stitches in 3 locations. Who is going to pay for her medical bills? California is a strict liability state when it comes to dog attacks, this is a not a 1 free first bite state. Normally the owner would have the liability to pay for this woman’s medical bills, but since you refuse to enforce the law among the worst offenders, she is in a position where she will have to pay these costs herself. We love our dogs, they are our best friends, so we are going to try to break up the dog fight to save our dogs.

You can watch the hysteria of the dog attack on this video. It’s very disturbing and shocking. You will even see a homeless man pull out an axe and try to kill the dog which had bitten the woman. This looks like a scene out of a third world country.

Attached is an email that I wrote to Councilmember Bonin on October 8th, 2019 bringing up the fact that dogs owned by homeless people were becoming a huge problem, I myself have been lunged at while walking my dog a few times now. I copied yourself, the Mayor, and the City Attorney as well. Councilmember Bonin never responded to my email.

What happened yesterday was unnecessary. It was caused out of gross negligence by the City and failure to protect its citizens. Many of us have been warning you about this specific issue for some time and no action has been taken. We have warned the City that something bad was bound to happen, now it has, and this resident happened to walk by at the wrong time.

I look forward to working with this resident, to help her collect as much evidence as she needs documenting that the City knew about this issue and failed to act, so that she can sue the City of LA for damages. Perhaps once she wins her lawsuit will the City start doing anything to prevent this from unnecessarily happening to anyone else. It is my understanding that LAPD has known about this problematic group of homeless people for sometime now, but there is nothing they can do about the situation.

What can we do to find a solution? How can you take these animals away from negligent owners who abuse and weaponize them. breed and sell them illegally? I keep my dog up to date with all immunizations. How can you enforce that everyone follow the same rules in order to protect the health of the public? What if anything, can you offer as a solution to get out to the boardwalk today and start taking action? I belive that you can find some method of enforcement to stop this from happening to anyone else.

Planning to Study Retail Businesses in Venice

A motion has been made by Councilman Mike Bonin in the Planning and Land Use Management committee to study independent retail businesses in Venice, particularly on Ocean Front Walk.

A “strong local economy has resulted in the rising rents and the displacement of locally-owned independent retail businesses,”  read the motion. “Neighborhood-based businesses are important contributors to the identity of Venice and help to sustain the social fabric of the community by providing local services to residents in a walkable environment.”

Johnston Complains About Motorized Vehicles (the Bird) on Bike Path, Ocean Front Walk

Noel Johnston lives in a condo on Ocean Front Walk (OFW) or commonly called the Boardwalk.   She belongs to the Venice Neighborhood Council Neighborhood Committee, is  a member of the Ocean Front Walk committee, and a volunteer for the Venice Pier Project.

Update read one of her reports to one of the committees and felt this was information for all to know since few walk on Ocean Front Walk daily.  Her report is reprinted here and hopefully, she will occasionally followup with what is happening at the Pier, bike path, and OFW.

I have a few comments and questions regarding motorized scooters on the Boardwalk and Bike Path.

A year ago, less than 5% of the traffic on the bike path in Venice was motorized. Very few wheeled vehicles were on the Boardwalk at all and most people walked their bikes.  Now at least 40% (perhaps more on weekends) of the traffic is motorized and there are many motors on the Boardwalk as well.

As you know, there are no motorized vehicles allowed on the Boardwalk or bike path.  Why then are the police allowing this?  I don’t want to go into the number of accidents that I have personally seen (just check out Nextdoor and you can see a long list of eyewitnesses to an accident or someone who has been in one) but truly everyone I know who spends any time at all on the path or walk has seen several.

Few few of those who scoot wear helmets.  Maybe one out of 20?  Very few obey the “one person to a vehicle” mandate.  I have seen a father with two children in front of him on a Bird (no helmets) and have seen four teen agers (no helmets) on another.

The bike path and Boardwalk are my specific areas of interest are the scooters all over the west side.They are hazardous for vehicles and for themselves.  I am not going to get into the “littering” issue — scooters left in the street, blocking doorways, blocking sidewalks, thrown in the sand, piled in heaps on curbs — because it is nowhere nearly as hazardous as the basic problem of scooter driving and riding.

Scooters must be regulated immediately before there is a serious accident and subsequent suit. Most of us are amazed that the police have been so tardy in addressing this issue and wonder what must be done to get attention and action. Will it really take an accident of dramatic proportions? If so, I am sure you will not have to wait long.

If you doubt any of this, you might consider having someone tape or film the Bike Path for an hour any Saturday morning and see what you get.  I can get you a volunteer cameraperson, if you like.

Planning Commission to Hear Appeal of 811 – 815 Ocean Front Walk

LA Area Planning Commission will hear an appeal of 811 –  815 Ocean Front Walk 21 September, 4:30 pm, Parking Enforcement Facility, 11214 West Exposition Blvd, LA 90064. Owner requested a continuance from August to September.

The hearing involves an Appeal of the Zoning Administrators decision to approve: pursuant to LAMC Section 12.20.2, a Coastal Development Permit authorizing the demolition of nine existing residential dwelling units within three buildings, and the construction use and maintenance of a three-story mixed-use building containing a ground-level restaurant, two dwelling units, and subterranean parking garage, on property located within the dual jurisdiction area of the Coastal Zone; pursuant to LAMC Section 12.24W, a Conditional Use to allow the sale and dispensing of a full line of alcoholic beverage for on-site consumption in conjunction with a proposed restaurant in the C1-1 Zone; and pursuant to LAMC Section 11.5.7.C, a Project Permit Compliance Review for the construction of a three-story, 35-foot in height, approximately 11,147 square-foot, mixed-use building containing a ground-level 2,691 square-foot restaurant, two upper-floor residential dwelling units, and a subterranean parking level providing a total of 36 on-site parking spaces; all within the Venice Coastal Zone Specific Plan, and; to adopt Mitigated Negative Declaration No. ENV-2014- 3008-MND as the environmental clearance for the Project. Resident Attacked on OFW

So late Monday afternoon as I was walking
back from the beach, I was physically attacked by three
young persons afterI informed them in a civil fashion
that they should not be walking four abreast while on the bike path.

Punches were thrown and blows were landed…mainly on me.
I was somewhat shook up at the time, having suffered a small
cut on my head and taken a flurry of hard blows to both my head
and torso.

At least it’s clear that i am physically okay…
although my ribs and jaw are still sensitive and sore. Immediately
upon getting home (this happened less than two blocks away
on OFW) and after cleaning myself up, I called lead officer, Kristin Delatori.

Although I only got her voice mail, I did leave a message and,
per her instructions, sent her an email with a more detailed explanation.

Yesterday I went over to the Pacific Division station and filed a formal report.

Mind you, I have no expectation that I’ll ever see those guys again, nor that they’ll be caught. But i wanted the official statistics to show another battery assault.

In retrospect, I was no doubt stupid for having allowed myself to be drawn into a verbal exchange, but even more so because at 65 years of age, what the hell do I want to risk getting into a brawl with a bunch of twenty-somethings? Of course, at the time of said verbal exchange, the thought never crossed my mind that it could actually escalate into a physical brawl.

Moral of the story: It is, indeed, a dangerous world out there.
