AT&T “Again” at 737 Washington Blvd

The AT&T tower proposed for 737 Washington Blvd is back and will go thru the Land Use and Planning Committee (LUPC), according to a verbal agreement from AT&T. Robin Rudisill, chair of LUPC, is awaiting written confirmation from AT&T.

It was scheduled to be heard by the Zoning Administrator 7 August.

This tower came up a couple years ago and the neighbors hired an attorney and the neighbors won. Many have asked “Isn’t there a law against harassing us again?”

Challis Macpherson, former chair of the land use and planning committee, gave the following for an answer to that question:

This will be of no consolation whatsoever, but in 1973 your government and mine declared that there were NO health issues with cellular installations. It is viewed as a “project” like any other project. Projects can reapply. Stakeholders can reapply. Like it or not utilities are stakeholders in a community.

IMHO the best opposition is a constant one. Major firms rely on activists either getting discouraged, or leaving, or dying as they come back time after time until they wear us down or we go away.

I keep thinking of that line in “Casey at the Bat.” “There is no joy in Mudville tonight for mighty Casey has struck out.” Well, we can’t afford to strike out, so we have to keep coming up to the plate.

Planning

AT&T tower at 737 Washington Blvd. is scheduled to be heard 7 August, 10 am at West LA Municipal Building, 1645 Corinth Ave, 90025.

It is unlikely it will be heard because the 500-foot notification has not been mailed and a hearing cannot be heard until 22 days after mailing. It has not gone thru LUPC. This was also heard a few years ago under a different address, same hotel. When it came up before, a group hired an attorney and won.

Westside Mobility Extends Comment Time

Los Angeles Westside Mobility group has extended the public comment period to July 23 regarding the environmental impact report (EIR) to be prepared in conjunction with the proposed amendments to the Coastal Transportation Corridor Specific Plan (CTCSP) and West Los Angeles Transportation Improvement and Mitigation Specific Plan (WLA TIMP).

The City of Los Angeles held two scoping meetings on June 5 and 9 to collect comments from the public and provide updates on the Westside Mobility Plan. Additional information regarding the EIR process and materials presented at the scoping meetings are available for review on the Westside Mobility Plan project website.

PlanCheck to Hear Hathaway Saturday

Dennis Hathaway, president of Coalition to Ban Billboard Blight, will give an update regarding the billboard status in Los Angeles. The meet will be held at Glassell Park Community Center, 3750 N. Verdugo Road (public storage building) at 10 am Saturday (12 July). After years of consideration before the City Planning Commission and the Planning and Land Use Management Committee (PLUM), PLUM will put its final touches on the Sign Ordinance and will soon pass it on to the full Council. Since the City Planning Commission’s considerations of the ordinance, many changes have been made and outdoor advertising interests continue to lobby Council members for additional weakening of (changes to?) the Ordinance’s provisions. Some of the key issues are addressed in a recent posting on the Coalition to Ban Billboard Blight’s website .

5-7 Dudley will be heard 24 July, 9 am at the West LA Municipal Building, 1645 Corinth Ave, 90025. Piccolo Ristorante was passed unanimously by LUPC at their June meeting. It is scheduled to be heard by the VNC at their 15 July meeting.

Pursuant to the provisions of Section 12.24-W,1 of the Los Angeles Municipal Code, a Conditional Use to permit the upgrading of existing beer and wine sales to the sale of a full line of alcoholic beverages for on-site consumption in conjunction with an existing 1,664 square foot restaurant (Piccolo Ristorante) with 40 interior seats and occasional live entertainment. Proposed hours of operation are 11:30 a.m. to 10:30 p.m. Sunday through Thursday, and 11:30 a.m. to 11:00 p.m. Friday and Saturday.

9 Dudley will be heard 24 July at 9:30 am at the West LA Municipal Building, 1645 Corinth Ave., 90025. 9 Dudley, which is to be a market-café, was passed unanimously by LUPC at their June meeting. It is schedule to be heard by the VNC at their 15 July meeting.

A Conditional Use, pursuant to the provisions of Section 12.24-W,1 of the Los Angeles Municipal Code, to permit the sale and dispensing of beer and wine only for on-site consumption, in conjunction with an approximately 1,464 square-foot market and café in an existing building, seating 20 patrons inside and having hours of operation from 7 a.m. to 11 p.m. dally, on property located within the C1-1 Zone.

1515 Pacific Ave, AT&T Mobiity Corporation will be heard at 9 am, 31 July at West LA Municipal Building, 1645 Corinth Ave, 90025.

Pursuant to the provisions of Section 12.24-M of the Los Angeles Municipal Code, an Approval of Plans to modify Condition No. 6 of Case No. ZA 2004-7596(CU)(PA2) by modifying an existing rooftop Wireless Telecommunications Facility (WTF) replacing three existing antenna with six new antenna, associated screening structures, the installation of two new equipment cabinets and two new utility cabinets on the ground floor with associated fencing, and a new cable tray, all located within an existing building 42 feet tall building. Pursuant to the provisions of Section 12.24-F, a determination to permit a maximum height of 51-feet 4 inches for the modified WTF in lieu of the Venice Specific Plan height limit of 30 feet.

1023 Abbot Kinney Blvd (Joe’s Restaurant) will be heard at 10 am, 31 July at the West LA Municipal Bldg, 1645 Corinth Ave, 90025.

Pursuant to Section 12.24-M of the Los Angeles Municipal Code, an Approval of Plans to permit modifications to conditions of approval of Case No. ZA 99-0643(CUB):
Condition No. 7, to change the permitted hours of operation from 11 a.m. to 11 p.m. to 10 a.m. to midnight daily;
Condition No. 10 to be deleted, to allow patrons to use the bar area without food service;
Condition No. 12 to be deleted, to recognize that there is an existing bar;
Condition No. 17 to be deleted, as exterior advertising of alcohol is not within the City’s jurisdiction;
Condition No. 18 to be deleted, to permit the restaurant to serve alcoholic beverages at discounted prices; and
Condition No. 24, to permit limited live entertainment in the form of up to three acoustical musicians; all in conjunction with the continued use and maintenance of an existing 2,492 square-foot restaurant seating 99 patrons serving a full line of alcoholic beverages.

Planning to Hear the Dudleys

The restaurant at 5-7 Dudley will be heard 9 am Thursday 24 July at West Los Angeles Municipal Building, 1645 Corninth.   They wanted to extend their hours from 11 am to lunch and have a full bar.

The market/deli at 9 Dudley will be heard at 9:30 am.  Both projects passed LUPC.  They wil be heard at the July VNC meet.

1740 Penmar to be Heard 2 July

Small lot subdivision hearing for two on a lot at 1740 Penmar will be heard 2 July, 11:30 at 200 North Spring Street, Room 1020, Los Angeles 90012.

Pursuant to LAMC Sections 17.50 and 12.22-C,27 (small lot ordinance no. 176,354) a Parcel Map to permit 2-lot small lot subdivision with 4 parking spaces;

Planning to Hear St. Joseph Center

The zoning administrator will hear 204 South Hampton Drive 10 July at 10:30 am, the 1645 Corinth Avenue, Los Angeles 90025.

Pursuant to Section 12.24-M of the Los Angeles Municipal Code, a Plan Approval for review of
compliance with conditions as required by Condition No. 8 of APCW-2003-3304(SP)(CU)(CDP)
(ZA)(SPP)(PA2)(1A), to allow the continued operation of a 30,000 square-foot Non-Profit Social Service Center run by the Archdiocese of Los Angeles, on an approximately 108,430-square-foot site in the RD1.5-1 Zone.

Pursuant to Section 21084 of the California Public Resources Code, the above referenced project has been determined not to have a significant effect on the environment and which shall therefore be exempt from the provisions of CEQA.

Planning Commission to Hear Ale House

Ale House at 2 Rose will be heard Wednesday June 18, 4:30 pm, 11214 Exposition Blvd, LA 90064.

The hearing involves an appeal by Thomas Sauer regarding the Director of Planning’s approval pursuant to Los Angeles Municipal Code Section 11.5.7 and the Venice Coastal Specific Plan (Ordinance No. 175,693) of a Specific Plan Project Permit Complianceto legalize the reestablishment of indoor seating and additional outdoor seating at an existing one-story, 1,296-square-foot restaurant (with previously approved 240 square feet of Service Floor Area (SFA) outdoor dining along Ocean Front Walk). The new Service Floor Area is limited to a maximum of 660 square feet with 217 square feet of SFA inside and 443 square feet of Service Floor Area outside.
