Cannabis, Mar Vista “Great Streets,” community officer selection, bike share as well as the Land Use and Planning Committee (LUPC) projects will all be handled at the Venice Neighborhood Council (VNC) meet Tuesday, 7 pm, Westminster Elementary School, 1010 Abbot Kinney Blvd.

Either architect and Venice volunteer Diana Pollard or Venice Symphony Orchestra board member Dax Kimbrough will be selected as the community interest stakeholder officer, the office vacated by resignation of Lauri Burns.

Audet Feted, Aarons Elected & LA Louver Change of Use Approved at VNC Meet

Wednesday’s Venice Neighborhood Council (VNC) Board meeting opened with a tribute to former VNC Board President, DeDe Audet, who is retiring from local politics. After accolades from various admirers and friends, DeDe stood and recalled her role in forming the first neighborhood council in Venice. “Venice shaped me,” she stated. “You gave me the opportunity to learn…You can learn to stand and speak. Right now, I feel complete. But without an audience, what is a neighborhood council?”

The Board next made its selection among 7 candidates to fill the vacated Community Officer seat. Their choice was Brad Aarons, an entertainment executive and 15-year resident of Venice whose focus is community health, development and environment.

The VNC Board will allocate $1,000 to the purchase of translation equipment in order to make its meeting more accessible to its Spanish language constituents.

Venice’s next Town Hall, the Green Venice Festival, will be held June 10th at the Oakwood Community Center and will feature green vendors, kids’ events, speakers and even a solar DJ.

In response to the passage of AB2299 and SB1069, two California state measures which allow for the legal conversion of garages into dwelling units without addition parking, the Board voted to support this measure in the Venice Coastal Zone in order to alleviate the current shortage of affordable housing and to lift the stigma of long time units deemed illegal through their lack of parking.

This measure did not pass unanimously or without discussion — it was pointed out that it could be abused by homeowners simply looking to increase their homes’ resale value, and would ultimately worsen Venice’s dearth of parking. The measure passed 14-1-1.

By far the most contentious item on the Board’s agenda was the request by LA Louver Gallery (45 N. Venice Blvd.) for a Coastal Development Permit which would allow its change of use from an art gallery to a general office without restrictions on hours of use. Speaking in favor of the measure, a gallery representative stated that there are no immediate plans to convert the gallery to office space, and pointed out that the privately owned LA Louver currently has exhibit plans in place into 2019, as well as incidental offices on site.

Residents speaking out against the use expansion felt that the conversion of an art gallery into office space was indicative of Venice’s changing culture — from artistic haven to technical office park. Several VNC Board members also spoke in favor of maintaining L.A. Louver as a gallery space in order to preserve our dwindling number of galleries. In the end, though, L.A. Louver prevailed and the measure passed, 10-5-1.

When thoughts of conspiracies run into reality … VNC Item 15 on Agenda — What happened to It?

Sunday, June 5th, a political tsunami swept through the Venice Neighborhood Council (VNC) election. Two years of “stability” were gone and would need to be rebuilt. A majority of officers and At-Large representatives were replaced. The first meeting of the new VNC was long, involved, often confusing, and necessary. The second meeting on July 19th was the same.

This definitely was not the meeting to expect a first time in-depth discussion by the VNC on Item 15, the future use of the vacant Westminster Senior Citizens’ building as a homeless storage location. It also involved the ever unpredictable “legal issue.”

On Monday, July 11th, the Administrative Committee (AdCom), set up the July 19th VNC Agenda. And, there was Item 15, “Opposition Use of the Westminster Senior Center for Storage” (Mark Ryavec). It was the last item. Set for 10:06 p.m. with a 45-minute discussion period. It was at the end of the Agenda because it was “New Business.”

It was never heard. At the beginning of the meeting Ira Koslow, VNC President, announced he had just received two letters from lawyers asserting that the proposed use of the building was illegal. Based on that he asked that Item 15 be removed from the Agenda and sent to the Homeless Committee.

The Board voted to do that. However, there was no Homeless Committee to send it to. That didn’t happen until one was created later in the evening as an AdHoc Committee.

It was also “interesting” that the letters, which were sent by Ryavec’s lawyers, should arrive right at that time and had not been included sooner in the Board’s documents.

Mark states that Ira said there would be a legal representative of the City Attorney at the meeting. Ira comments that he made attempts to get such a representative, but received no reply.

Mark said he had parents from the adjacent school at the meeting ready to be heard. That would have been between 10:00 and 11:00 p.m. But, by that time there were not many people left. The meeting had started at 6:30, which was thirty minutes earlier. The VNC was exhausted.

The reality is that Item 15 should receive the attention that it deserves. That could probably be in August after being review by the appropriate committee and presented to the VNC Board.

VNC to Hear Housing Commission Speaker

Venice Neighborhood Council (VNC) will feature a presentation from a member of the Los Angeles Affordable Housing Commission Tuesday at 7:00 pm at the Westminster Elementary School, 1010 Abbot Kinney Blvd.

VNC will also host the Arts Committee Fair on September 19th at Windward Plaza

9th Annual VNC BBQ Saturday

The VNC 9th annual BBQ will be noon to four at the Oakwood Recreation Center park, 767 California Ave. The sign says it all but it doesn’t mention all the games for the children and the fun all have that Saturday for four hours.

Chicken, hot dogs, burgers and pulled pork will be grilled and served up by Venice’s LAFD Station #63, led by Chief Jeremiah Johnson (retired) and master grillers Todd von Hoffmann and Michael Watkins.

City, state and federal elected officials will be on hand throughout the day while you’ll be entertained by an array of musical talent including The Potential Suitors and Ocean Front Walk!

Last, but definitely not least will be the headliner, The Gumbo Brothers.

The styling of DJ Lobo Man will also be itching and scratching the day away!

VNC Meets Tonight

Venice Neighborhood Council monthly meeting will be held Tuesday at 7 pm at the Westminster Elementary School, 1010 Abbot Kinney.

Some of the subjects to be discussed will be modernization of Venice High School, Short-term rentals, Non-food street vending. There will be progress reports for programs or departments such as ReCode LA and Recreation and Parks.

The Venice Neighborhood Council Christmas Party line started at 9 am and continued until all got to see Santa. The children were let into a room filled with toys categorized by age. After a toy was selected, the children and family got to see and have a picture taken with Santa. That was followed by food and then into the play area. Play area had popcorn, tattoos, books, bowling game, throwing game, a drop-the-lid for a prize or a cupcake. Outside the fenced area was a large bouncie and snow for sledding.

It was suggested that they have more Santas because of the line, but really, could there be any other than this Santa. He is The Santa Claus.

VNC Turns Down 320 Sunset

The Venice Neighborhood Council said “no” to the controversial project at 320 Sunset that is a bakery with retail but wants to be a bakery with retail plus a restaurant with full onsite alcohol sales and beer and wine takeout.

The former Red Garter bar at 2536 Lincoln Blvd was approved with conditions.  They wanted a 440 square foot patio in the front.

The single-family residence at 2404 Boone was approved.

The VNC approved a motion that Department of Planning instructs  AT&T applicants to go thru the neighborhood council process prior to going thru Planning.

VNC Approves Dudley Projects; Names Committee Members

Venice Neighborhood Council (VNC) approved the restaurant at 5-7 Dudley and the market/restaurant at 9 Dudley at the 15 July meet.  VNC also selected 8 of 13 applicants for Land Use and Planning committee and approved the neighborhood committee members too.

The Piccolo restaurant on Dudley had 48 speaker cards and all were “for” the project which wanted to open for lunch and to have a full line of alcohol.  The market/restaurant next door was the same story.  No opposition.
“Didn’t know Venice was capable of such a consensus,” said Reta Moser.

New members of LUPC are Kathleen Rawson, Mark Kleinman, Maury Ruano, Mehrnoosh Mogallali, Ramsey Daham, Robert Aronson, Gabriel Ruspini, and Todd Darling.  Robert Aronson and Mehrnoosh Mogallali were the only two returning members and both were voted back on the committee.

Robin Rudisill, chair of LUPC, announced that the committee would meet the first and fourth Tuesdays of the month.  Previously the committee met on first and third Wednesdays.  Date for first meeting has not been established yet.

The land use and planning committee can only have a specified number of members according to the bylaws or all the applicants would have been accepted. Challis Macpherson, former chair of LUPC, says that DONE (Department of Neighborhood Empowerment) has declared a moratorium on bylaw changes.

Rudisill has since stated that she will use these people as “subcommittees.”  Doesn’t matter what they are called, LUPC needs the talent and the help.
