Two motor homes recently parked in the Oxford Triangle across from the Thatcher Yard.

One motor home dumped his toilet.  What you see is disintegrating toilet paper, not soap suds.  This yellow bus with Oregon plates also dropped off a mattress which he propped up on tree.

LAMC 85.02 Was Extended or Still in Effect

Note:  Someone asked Update if LAMC 85.02 had been extended.  Taylor Bazley, Venice Deputy, said it had been extended.  Article written last year indicates that it would not sunset until December.  So no matter which is true it is still in effect.   The following article was written last year.

City Council’s Homeless and Poverty committee recommends extending LAMC 85.02 for another 18 months from 1 July of this year when it is scheduled to expire and create an enforceable buffer zone around current “Safe Parking” zones.
The motion stated:

If communities could see a direct benefit to having services for the homeless in their neighborhoods, it would be easier to launch programs such as Safe Parking. For example, if there is a Safe Parking lot in a neighborhood, there should be increased enforcement of LAMC 85.02 within a three block radius of the program and a no vehicle dwelling restriction in that buffer zone.

THEREFORE MOVE that the City Council Request the City Attorney and instruct LAPD and other relevant departments to report back on the current implementation of LAMC 85.02 and proposed amendments including the creation of an increased enforcement zone within a set distance from Safe Parking locations.”

There were two motor homes in the Oxford Triangle parked for three days in the LAMC 85.02 red zone and with a two-hour parking limitation. Both got many tickets from parking attendant before police came and asked to move on or be towed.

City Does “Que Card” for LAMC 85.02

LAMC 85,02, which is in effect only until July of next year, has gotten more attention than most new codes involved with the City. It has been confusing for both the recreational vehicle owner and the resident. Can you or can’t one park his RV; what is dwell? A map came out color coding the city and it should have helped but in many cases it did not. This is the City’s latest “que card” of what is and what is not allowed.

Motor Homes are Moving West to Venice Since LAMC 85.02

Although certainly not the intention of the City to invite motor homes to Venice, it has been the result. The motor home dwellers looked at LAMC 85.02 and said “Ahha the City is inviting us to the beach” and to the beach they have been coming, making a mockery of LAMC 85.02 that was written to protect them and residents.

Venetians, not use to motor home dwellers, have been incensed with people pulling up to their front door with these large, looming vehicles. Most of these new dwellers are parking and disobeying the law by dwelling in the vehicle intentionally. And they are doing this much to the chagrin of Venetians. It is catch me if you can, and if you do, so what?

It has made Venetians ask many questions regarding this new influx of motor homes. Can a motor home park in front of my house? What is the law regarding such? Can I put up a sign and keep motor homes out? What if there is no sign, can I get them out? Who do I call?  Hopefully, this article will answer these questions.

Can a motor home park in front of my house?
Yes, a motor home can park in front of your house in Venice.

What is the law regarding motor home parking?
There are two laws restricting motor homes. Both laws can be used at the same time.

One law–Ordinance 181413, which is only for Venice west of Lincoln, governs signs being put on a block to restrict oversized vehicles from parking 2 am to 6 am without a one-day permit (One day permit will not be discussed). To get sign, one needs a petition with 66 percent of the block signatures. Sign is on a block-by-block basis. With these signs the parking of oversize vehicles, defined as motor vehicles “in excess of 22 feet in length or over 84 inches in height, is prohibited from 2 am until 6 am. The other law is LAMC 85.02 which the Venice Update has been writing about for months now. It is the law with the red, yellow and green areas throughout Venice. It will sunset in July of 2018. Its purpose is to place motor homes in Venice without causing a problem until such time as safe places for motor homes can be found in church parking lots, in commercial or industrial areas. If you are in the red, yellow, or green zones, and you are, motor homes can park in front of your home.

In the red, they can park but never dwell in vehicle.

In the yellow, they can park but cannot dwell in vehicle from 9 pm to 6 am.

In the green, they can park and dwell.

Note that all present restrictive parking signs apply to all vehicles and streets. Example: If sign says 2-hour parking, that means two hours no matter what the color of the area, or the type of vehicle.

Can you put up a sign and keep motor homes out?
Yes, You can have all the signs you want in the red, yellow, or green areas. The sign that will restrict motor homes and not you is the 18143 sign that was discussed earlier. It allows motor homes to park but not between the hours of 2 and 6 am.

What if there is no sign, can a resident get violators out?
Yes, call the LAPD. Parking enforcement does not enforce 85.02. LAPD carries guns; parking enforcement does not. Think about the guy knocking on the door and who is behind the door. That is why LAPD does the enforcement.

Whom do I call?
If you have a 181413 sign or any other type of restrictive sign, call parking enforcement. If you have only the 85.02 one, call LAPD. Realize LAPD does not consider this high priority.

In one neighborhood a trailer with a car towing it was parked in red for almost two weeks, police came and according to the vehicle owner “I went ahead and moved my trailer even though the police (who’s time was repeatedly wasted) allowed me more time. Don’t want to cause anyone cardiac distress.”

After completely violating the law and being told, he moved to the yellow and has been there since. One cannot stay in vehicle from 9 pm to 6 am in yellow. Now in the yellow, one person left vehicle at 10 am to walk the dog the second morning.

The Oxford Triangle has five motor homes in it right now, which is most unusual. One is a resident of Jefferson Marina and has not purchased off street parking for his motor home. One is a fellow parked in two-hour parking. He got a ticket so he raised the hood which means he cannot move the vehicle. What that entails, is unknown. He has not moved since he settled in, raised the hood, and took his bikes off the rack.

LAMC 85.02 “Sleep-in Vehicle” Maps Have Changed

Council office reported that maps governing enforcement of LAMC 85.02 have been updated by City Planning and the City Attorney and referred the reader to City website. The map for Venice was not there; Council office supplied the versions shown for both complete Pacific Division and Venice.

Taylor Bazley, Venice deputy, wants it to be known that these changes to the map are errors being caught.

Kip Pardue has printed the map and is pasting it on dwellers windows with a few words. He says it is illegal to sleep overnight in area per LAMC 85.02. LAPD has been notified. Please move to green areas where vehicular dwelling is permitted.

Sleep-ins in Triangle Tuesday, LAMC 85.02

One on left is a believed “sleep-in” and one on right is just cheap, street storage. There were four such vehicles within a block in the Triangle just before six am Tuesday. Two were suspected sleep-ins.

LAMC 85.02 “Sleeping in Vehicle” Enforcement Starts Monday

Enforcement of no “sleeping in vehicle” LAMC 85.02 will start Monday. The newly written code states that one cannot sleep in his vehicle between the hours of 9 pm and 6 am in designated areas. Those areas are shown on the map as yellow and red. Only those areas available for sleeping in a vehicle are the green.

If the motor home or car is just sitting there, present laws prevail. Only if one is sleeping in vehicle in unapproved areas during 9 pm and 6 am, does 85.02 take effect. Call your local police department for enforcement.

Live/Sleep LAMC 85.02 Became Law 7 Jan; Enforcement to Start Early Feb

The provisions of the new LAMC Section 85.02 become effective 7 January and shall expire 1 July 2018, unless extended by ordinance. The Los Angeles Police Department (LAPD) has indicated enforcement will begin in early February. (This information was taken almost verbatim from the lacity.org site.)

When enforcement begins in February, call LAPD, Pacific Division (310) 482-6334 unless another number is given for violation. For penalty see Venice Update article.

Living in a vehicle (vehicle dwelling) is prohibited at all times within one block (500 feet) of licensed schools, pre-schools, daycare facilities, or parks.

Persons may live in a vehicle:

  • Daytime Hours – between 6 am and 9 pm – more than one block (500 feet) away from licensed schools, pre-schools, daycare facilities, or parks;
  • Nighttime Hours – between 9:00 p.m. and 6:00 a.m. – in non-residentially zoned areas which are more than one block (500 feet) away from licensed schools, pre-schools or daycare facilities or parks.
  • General reminder:
  • Vehicles must comply with all posted parking restrictions at all times.

All vehicles driven or parked on a California street, road or highway must be registered with the Department of Motor Vehicles (DMV) and insured. One may qualify for the California Low-Cost Automobile Insurance Program. Information is available on the Department of Insurance website or by calling 1-866-602-8861.

  • Any vehicle that has been parked on a city street or highway for 72 hours or more can be reported as an abandoned vehicle.
  • Parking in alleys is illegal at all times.
  • Vehicles without an engine, wheels, or some other part necessary for safely driving the vehicle are subject to immediate impounding.
