Thatcher Yard — Residents Want to Know What is Happening

Neighbors really want to know what is going on with the Thatcher Maintenance Yard.

The Yard, 93,000 sq feet, was designated as one of the first City salvage projects. It was to be rezoned to RD1.5 and designated for affordable housing. City Administrator put out RFQ/P to developers. Thomas Safran Associates were selected for the Yard with their dual proposal of 86 to 152 units with a mix of 60 percent market rate, 30 percent affordable, and 10 percent permanent supportive housing.

That was November. Plans are supposedly to be presented to City in March. It is March. No one has approached the Oxford Triangle members regarding this project. Blake Coddington of Safran group was supposedly talking with individual residents regarding the project at one of the Venice public meetings.

Meanwhile, proposition HHH was passed which would provide funds for building 100 percent affordable projects on the Yard — no market rate. A neighborhood request by a small group of residents went thru the LUPC and the VNC requesting that the Yard stay City maintenance or be rezoned R-1. VNC almost unanimously voted that down and asked for “multi-housing” use.

March 7 is an election for City council seat and a Measure S. Measure S would stop spot rezoning projects… except for affordable housing projects unless project requires general plan changes. Both these projects require both spot rezoning and general plan changes. So a “YES” for Measure S supposedly would stop both projects for at least two years. A vote “No” would mean business as usual, spot rezoning and changing the plans.

Incumbent Mike Bonin is for developmening the two lots. He wants Measure S to be defeated so he can build affordable housing on both. Mark Ryavec is not for developing either property for homeless. He is for Measure S. In the case of the Yard, he wants property zoned R-1 and sold to a developer. Robin Rudisill supports Measure S. She says keeping the Yard for maintenance should be reconsidered; otherwise, the community has spoken for R-1. The Venice Median she says she would honor the Land Use Plan certified by the California Coastal Zone, which means it would not be developed. So incumbent is only candidate for developing both lots and Measure S.

To add confusion to the pot, Councilman Mike Bonin, who is for developing the properties, answered a Venice Update question regarding the sale of the properties and using the monies for homeless in other areas as follows:

It is also important to note – despite repeated assertions to the contrary – that the City has not decided what or even whether to build on these properties. The City has only allowed affordable housing developers the opportunity to propose at these sites. At this point, there are no actual proposals. The housing developers who were assigned to each of the Venice sites are conducting community and neighborhood outreach before they propose something. Then, those proposals must be reviewed by the Land Use and Planning Committee of the Venice Neighborhood Council, the full Venice Neighborhood Council, and then the City planning approval process and likely the California Coastal Commission.

Meanwhile, a local resident and architect, wrote to Councilman Mike Bonin and all the council members:

You have bypassed not only the VNC and their LUPC, but also your constituents. None of the documents regarding site selection, contractor selection or RFQ submissions have been made available to the public. The development is being fast-tracked with virtually no public review, and without open and transparent procedures that the City would demand of any developer.

Meanwhile, a tenter was happy living in front of the Yard for about a week until the rig disturbed his solitude or someone moved him on. Residents asked if the tenter was first in line for a place.

Residents really want to know what is happening? Residents know the rules, yet things are happening without their knowledge, input, or due process.

LUPC to Meet Vera Davis Center, Monday

Land Use and Planning Committee (LUPC) will meet today (2 November) from 6:30 to 10:30 pm at the Vera Davis Family Source Center, 610 California Ave.

Amendments to the Venice Land Use Plan will be considered. Correct the definition of Remodel (the LUP definition is not the definition for the Coastal Zone as is indicated 
and is also not consistent with the CEQA definition, which is for minor interior or exterior alterations (which 
COULD be measured by assuring retention of 50% of the STRUCTURE.

Projects for “de minimis” consideration are 700 Indiana, 659 Boardway, and 1317 Cabrillo.

City Council to Adjourn in Honor of Challis Macpherson

Challis
Challis and her daughter, Diahna Fortuna, listen as TV Skype is set up for Challis to hear Certificate of Appreciation by the City of Los Angeles being read to her in July at a VNC meet. Challis was known for always wearing a hat.

Challis one of the Venice activists for many years will be honored by having the Los Angeles City Council meeting Tuesday adjourn in her honor. Challis passed away Wednesday, 19 August. Challis Macpherson 9 September 1936 to 19 August 2015.

If there was a logical cause, a need, Challis was willing to go to limit for it.

Challis has been an activist in Venice since this generation and the generation before can remember. She was instrumental in the creation of the Venice Grassroots Town Council. She was active in the Venice Neighborhood Council (VNC) when it got going.

Challis’ words of advice to all, according to her husband Wallace Macpherson and daughter Diahna, was: “Get out there; get cracking, kick some ass, and don’t stop until you’ve won!”

Ballona Wetlands
“I joined the Friends of Ballona Wetlands and helped Ruth Lansford get all the land West of Lincoln in Playa Vista turned over to wetlands,” she wrote to her daughter. “Make no mistake, the Friends of Ballona Wetlands were the first environmental group to bring Playa Vista to the negotiating table and save all the wetlands West of Lincoln.”

She will most recently be remembered for her chairing of the VNC Land Use and Planning Committee. After she retired from that, she wrote the template for all VNC to have a LUPC. She travelled throughout the City teaching about LUPC. She was instrumental in establishing Plan Check.

Monday’s Land Use and Planning Committee meet will be in her honor, according to Chair Robin Rudisill.

Challis had approximately 26 years local land use experience: Venice Town Council’s (VTC) Land Use Committee, Councilmember Galanter’s Community Planning Advisory Committee (CPAC), and the Venice Neighborhood Council’s LUPC.

Founder of PVJOBS
One of the things she is most proud of was founding PVJOBS which helps place at-risk youth and adults in career-track employment. She insisted and got it in writing that ten percent of the work force for all developments in Playa Vista were to employ these at-risk kids and adults. PVJOBS has a success rate of over 90 percent, according to Challis.

“Once a kid gets a mark on his record, no one hires him,” she once said. “Most of the guys only stole diapers for their babies.” She felt they deserved a second chance. Someone said that amounted to 3000 being employed.

PVJOBS now places at risk individuals with private firms and public entities all over the city and is becoming a national model for at risk hiring.

Loved an Entrance
The other side of Challis was her clothing. “She was an excellent seamstress,” according to her friend Liz Wright. She designed and sewed all her clothes and loved to be the center of attraction when she arrived. She made all her hats and was not to be seen without one on. Her latest delight was painting shoes.

She was very active in the American Sewing Guild. This included sponsoring, donating, and teaching at the sewing club at the Venice Boys and Girls Club. She also was an officer in the Wearable Arts Connection, an educational organization that focused on combining sewing with artistic creativity.

She and Wallace bought their home in the Oxford Triangle in 1970’s. She was married to Wallace for almost 50 years. They were married on Valentine’s Day 1969. She became the Neighborhood Watch and united the community by doing such. She had a BA in Fine Arts from UCLA.

LUPC Passes Extra Storage Space; Passes part of 731- and 733-Oxford Project

Land Use and Planning Committee (LUPC), last Tuesday meet at 512 Rose, approved the expansion for Extra Space Storage at 658 Venice Blvd and approved building of a single family house at 733 Oxford but wanted 731 Oxford to be returned for community input.

Extra Space Storage plans to repair all the fire damage, install more sprinklers, and increase storage space by 7000 square feet. The plan is to build a second story over the parking lot on the west side of current structure. Parking would be underneath the addition, where it is presently, and seven extra parking spaces would be added to accommodate the additional square footage.

LUPC member Kathleen Rawson brought up the suggestion that if Extra Space has empty parking spaces during the week that they might be offered to neighbors since parking in area is in great demand.

Oxford Triangle neighbors objected to a third story on two houses planned for the area. LUPC recommended that the owner return to the neighbors after the Planning hearing to discuss scaling back the 731 Oxford house. According to Robin Rudisill, chair of LUPC, Planning at the hearing Thursday (2 July) said they would hold the case over until the Venice Neighborhood Council (VNC) had time to weigh in on the project. Next VNC meet is 21 July.

West LA Area Planning Commission to Hear Appeals

West LA Area Planning Commission will hear Mello Act appeals for several properties in the Venice area Wednesday, 17 June starting at 4:30 pm at West LA Municipal Building, 11214 Exposition Blvd, LA 90064. Appellants are Robin Rudisill and Lydia Ponce.

Properties include: 728 Flower (DIR2015-0767-MEL-1A), 705 – 707 Broadway (DIR2015-0766=MEL-1A, 337 and 339 6th Avenue (DIR2015-1003-MEL-1A), 732 Indiana Avenue (DIR2015-1057-MEL-1A), 1011 and 1015 5th Avenue and 425 Westminster (DIR2015-1059-MEL-1A), 657 Flower Avenue (DIR2015-1064-MEL-1A), 736 Sunset Avenue (DIR2015-1068-MEL-1A),

City issued a “stop work’ order on five units at the northwest corner of Venice and Oakwood Thursday, 27 May. City removed the “stop work” order early Friday morning, 28 May.

Owner and builder Frank Murphy is in the process of demolishing five units. He wants to replace them with four units (two lots), one of which is a low-income unit. He says he has had planning permits since 2007 but because of the recession he has just recently obtained funds to build. He has kept up the extensions through out the years and is now ready to go forward with the project.

“I have meet with Planning and the Coastal Commission,” he said. “I have had two hearings at the City and met twice with the Walk Street Neighborhood group. Now they want me to meet at the Land Use and Planning Committee this week, Tuesday. I don’t know why.”

Sue Kaplan, who is head of the Walk Streets Neighborhood group, said Murphy met once. He showed up and walked out. What he talked about was a different project than the one he is building. The piece of property he owns is the gateway to Venice Beach and something noteworthy should be built there. It does not meet the mass, scale, and character of the neighborhood.”

Several question that the permit process may have had irregularities; that residents do not know what is being built; and many are very concerned that what is being built does not meet the significance of the lot.

Robin Rudisill, chair of the Venice Neighborhood Council VNC) Land Use and Planning Committee (LUPC), has asked builder Frank Murphy to appear at the meet Tuesday night to explain and answer some of the residents questions.
